You may try to turn off all extensions except Google cast in Chrome browser. The reboot the laptop.
simonKeymasterYou need check the YouTube app or Netflix app. The casting is handled by individual apps. There are no extensions (Chrome for Android does not support extensions or apps yet).

simonKeymasterIt sounds like your TV settings issue. At least, if Chromecast is powered on, it should just like a DVD player for the TV.
Of course, if you are using the USB port on the TV, you may try the power adapter provided with with your Chromecast.
